Some supported her assertion of continued support to Taiwan whereas others believe it was an unnecessary move that only undermined efforts to maintain positive diplomatic ties with China.<\/li><li>Her visit was well-received by Taiwan, but China became enraged and immediately commenced military exercises and training in the waters surrounding Taiwan on August 2.&nbsp; Such exercises will continue through August 7.<\/li><li>It is currently unknown whether Pelosi\u2019s visit to Taiwan was productive or counterproductive to Taiwan and US interests and diplomatic ties with China.<\/li><\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:24px\"><strong>Nancy Pelosi Visits Taiwan<\/strong><\/p>\n\n\n\n<p>On August 2, 2022, <a href=\"https:\/\/www.speaker.gov\/\">Nancy Pelosi<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Speaker_of_the_United_States_House_of_Representatives\">Speaker<\/a> of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_House_of_Representatives\">US House of Representatives<\/a> visited <a href=\"https:\/\/en.wikipedia.org\/wiki\/Taiwan\">Taiwan<\/a>.&nbsp; It was part of an overarching multi-destination trip to Asia that also included visits to Singapore, Malaysia, South Korea, and Japan.&nbsp; As I understand, Taiwan wasn\u2019t in the original agenda\/itinerary for this particular trip, presumably due to prior push-back from Chinese president <a href=\"https:\/\/en.wikipedia.org\/wiki\/Xi_Jinping\">Xi Jinping<\/a> when the subject was first broached.&nbsp; His response to Pelosi\u2019s prospective trip was rather terse: &nbsp;Jinping stated that <a href=\"https:\/\/en.wikipedia.org\/wiki\/China\">China<\/a> will take \u201cstrong and resolute measures to safeguard its sovereignty and territorial integrity.\u201d&nbsp; The US Military and the White House also expressed their reservations as well, although no one in the Executive Branch explicitly told Pelosi not to go.&nbsp; Regardless, she proceeded with the trip.<\/p>\n\n\n\n<p>The significance of this visit is underscored by the fact that it is the first time the US House Speaker \u2013 or any US official of equal or greater authority \u2013 has visited Taiwan in over 25 years.&nbsp; The last visit was by the then US House Speaker <a href=\"https:\/\/en.wikipedia.org\/wiki\/Newt_Gingrich\">Newt Gingrich<\/a> (R-Georgia) in 1997.&nbsp; According to a recent <a href=\"https:\/\/www.yahoo.com\/news\/house-speaker-nancy-pelosi-departs-181739245.html\">CBS News Video<\/a>, prior to her trip, Pelosi stated that China doesn\u2019t have a right to dictate which US Official or World Diplomat visits Taiwan, which is true.<\/p>\n\n\n\n<p>During her visit, Pelosi affirmed that the US will absolutely stand by Taiwan in defending its democracy and that the US will always honor this commitment.\u00a0 However, according to the same <a href=\"https:\/\/www.yahoo.com\/news\/house-speaker-nancy-pelosi-departs-181739245.html\">CBS News video<\/a>, she also seemed to antagonize Jinping by saying that he has his own insecurities \u201cabout his current political situation in China that are causing him to <a href=\"https:\/\/www.merriam-webster.com\/dictionary\/saber-rattling\">saber-rattle<\/a>\u201d.\u00a0 Apparently, the Biden Administration shares this view and that is actually why they are distancing themselves from Pelosi\u2019s visit to Taiwan.\u00a0 It appears they have a well-founded concern that, because of dynamics Jinping is experiencing within the borders of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Mainland_China\">Mainland China<\/a>, now is not a good time for such a visit.<\/p>\n\n\n\n<p>As anticipated, Pelosi\u2019s visit was very well-received by the Taiwanese but not at all by the Chinese.&nbsp; In fact, China immediately commenced miliary training exercises in the predominantly international waters surrounding Taiwan on August 2<sup>nd<\/sup>.  Apparently, these exercises will continue through August 7th.&nbsp; This, in itself, should not pose a problem; however, it might interfere with commercial shipping to\/from some Taiwanese ports.&nbsp; China had also imposed some mild sanctions against Taiwan, including a boycott of prepared food (e.g., baked goods) from Taiwan.&nbsp; Meanwhile, major commerce, including semiconductor chips, remains intact as of the time of this writing.&nbsp; Thus, thankfully, so far, the Chinese response appears to be more show than substance; however, I\u2019m sure this isn\u2019t helping Taiwan nor Biden\u2019s efforts to maintain positive diplomatic ties with China and address other ongoing issues.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:24px\"><strong>Did Pelosi Follow Due Protocols?<\/strong><\/p>\n\n\n\n<p>As mentioned earlier, the Biden Administration&nbsp;did not officially support the visit for the aforementioned reasons.&nbsp; In fact, Biden himself told reporters on July 20 \u201cThe military thinks it\u2019s not a good idea right now\u201d.&nbsp; However, neither President Biden, his <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Secretary_of_State\">Secretary of State<\/a>, <a href=\"https:\/\/www.state.gov\/biographies\/antony-j-blinken\/\">Antony Blinken<\/a>, nor other White House official specifically told her not to go.&nbsp; In fact, Blinken stated \u201cThat is entirely her decision, and one that we respect one way or the other\u201d \u2013 a key declaration of the Administration\u2019s neutrality toward Pelosi\u2019s visit to Taiwan.&nbsp; I believe much of this is an acknowledgement of the separation of power between the <a href=\"https:\/\/www.whitehouse.gov\/about-the-white-house\/our-government\/the-executive-branch\/\">Executive<\/a> and <a href=\"https:\/\/www.whitehouse.gov\/about-the-white-house\/our-government\/the-legislative-branch\/\">Legislative<\/a> branches in terms of foreign affairs.<\/p>\n\n\n\n<p>Also, according to <a href=\"https:\/\/en.wikipedia.org\/wiki\/2022_visit_by_Nancy_Pelosi_to_Taiwan\">Wikipedia<\/a>, Pelosi declared that the visit &#8220;in no way contradicts longstanding United States policy, guided by the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Taiwan_Relations_Act\">Taiwan Relations Act of 1979<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Joint_Communiqu%C3%A9_on_the_Establishment_of_Diplomatic_Relations\">U.S.-China Joint Communiques<\/a>\u00a0and the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Six_Assurances\">Six Assurances<\/a>.\u201d\u00a0 This statement was buttressed by White House Coordinator for Strategic Communications at the <a href=\"https:\/\/www.whitehouse.gov\/nsc\/\">National Security Council<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/John_Kirby_(admiral)\">John Kirby<\/a>:\u00a0 \u201cThe Speaker\u2019s visit is totally consistent with our longstanding\u00a0\u201c<a href=\"https:\/\/en.wikipedia.org\/wiki\/One-China_policy\">One China<\/a>\u201d policy. We\u2019ve been very clear that nothing has changed about our \u201cOne China\u201d policy, which is guided, of course, by the Taiwan Relations Act, the Three Joint U.S.-PRC Communiqu\u00e9s, and the Six Assurances.\u201d<\/p>\n\n\n\n<p>Pelosi\u2019s trip was met with mixed reactions amongst various US officials.&nbsp; I believe the Biden Administration wishes that Pelosi didn\u2019t visit Taiwan, as the visit most visibly angered China.&nbsp; However, according to a recent <a href=\"https:\/\/www.nytimes.com\/2022\/08\/02\/us\/gop-senators-pelosi-taiwan-visit.html\">New York Times article<\/a>, over two dozen Republican Senators praise Pelosi for going, standing up democracy, and showing our support for Taiwan.  The list of senators includes Senate Minority Leader <a href=\"https:\/\/www.mcconnell.senate.gov\/public\/\">Mitch McConnell<\/a> (R-KY), <a href=\"https:\/\/www.scott.senate.gov\/\">Tim Scott<\/a> (R-SC), <a href=\"https:\/\/www.sullivan.senate.gov\/\">Dan Sullivan<\/a> (R-AK) and <a href=\"https:\/\/www.blunt.senate.gov\/\">Roy Blunt<\/a> (R-Missouri).<\/p>\n\n\n\n<p>Thus, although there was a lack of consensus amongst some key government officials, it definitely appears that Nancy Pelosi acted within her purview.&nbsp; However, the question remains: Was it really the right thing to do?<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:24px\"><strong>My Analysis<\/strong><\/p>\n\n\n\n<p>I\u2019ll cut right to the chase.&nbsp; I believe Pelosi\u2019s visit to Taiwan was ill-timed and that she should have not planned nor included Taiwan in this particular tour of Asia.<\/p>\n\n\n\n<p>I see multiple benefits of having the US House Speaker\/other high-ranking US Government Official visit Taiwan.&nbsp; It reinforces our support for Taiwan and its democracy.&nbsp; It also makes our position unequivocally clear to the rest of the world that we will always boldly stand behind democracy and the sovereignty of every nation (not quite true with Taiwan &#8211; see the below explanation) \u2013 a great strategy and practice!<\/p>\n\n\n\n<p>However, I believe this was terrible timing from a tactical standpoint.&nbsp; As mentioned earlier, Chinese President Xi Jinping has his hands full with his own internal issues.&nbsp; He has lost the support of many of his own people due to China\u2019s draconian \u201c<a href=\"https:\/\/en.wikipedia.org\/wiki\/Chinese_government_response_to_COVID-19#Zero-COVID_policy\">Zero COVID<\/a>\u201d policy.&nbsp; Not only did multitudes object to the strict, prolonged lockdowns, but it also had significant unintended impact on their economy.&nbsp; Hence, his people are currently very upset with him, and I believe he now has the monumental task of reestablishing his credibility with this own people.&nbsp; I believe we aggravated this situation by backing him into a corner with our defying his expressed desires to have us not visit Taiwan.&nbsp; Now, it appears his only choice is to saber-rattle in order to assert\/reestablish his authority and relevance to his people and to the world.&nbsp; I believe Pelosi\u2019s visit was counterproductive by putting him in that position.<\/p>\n\n\n\n<p>I also fear significant immediate and perhaps long-term consequences for Taiwan.\u00a0 Now that we \u201cpoked the bear\u201d, I\u2019m afraid Taiwan is now the likely the main outlet of both the Chinese government\u2019s and the Chinese people\u2019s frustrations with the current state of Mainland China.\u00a0 In fact, as indicated in a recent <a href=\"https:\/\/www.yahoo.com\/news\/suspected-drones-over-taiwan-cyber-025525088.html\">Reuters Article<\/a>, we may have actually helped Xi Jinping by revectoring the wrath\/frustrations of his people principally to Taiwan and somewhat to the US.\u00a0 I just hope this ends well for Taiwan.\u00a0 I also hope it doesn\u2019t move us closer to a cold war with China.<\/p>\n\n\n\n<p>Another layer of complexity is that the US does not officially recognize Taiwan as an independent sovereign nation.&nbsp; Instead, per the \u201c<a href=\"https:\/\/www.csis.org\/analysis\/what-us-one-china-policy-and-why-does-it-matter\">One China<\/a>\u201d policy, we officially recognize Taiwan as being part of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/China\">People\u2019s Republic of China<\/a> (PRC).&nbsp; However, per the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Taiwan_Relations_Act\">Taiwan Relations Act of 1979<\/a>, we also recognize Taiwan as an autonomous, self-governing entity that we have de facto diplomatic relations with, in the same way that we do with other nations, including those which Pelosi visited during her recent trip.&nbsp; Sound confusing, complicated, and ambiguous?&nbsp; Well, that\u2019s because it is!<\/p>\n\n\n\n<p>To you and I, I believe this means that, via our documented de facto diplomatic relations with Taiwan, we are in a sound position to defend its self-governance and democracy, but we are not at all in a position to declare it as a sovereign nation that is completely independent of China.&nbsp; As you can tell, this is much different from the current situation with Russia and Ukraine and the past situation with Iraq and Kuwait.&nbsp; Hence, I believe we must be sure to not over-assert our position supporting Taiwan\u2019s self-governance by invoking the word &#8220;sovereignty&#8221;, as we also recognize them as being part of the PRC.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p style=\"font-size:24px\"><strong>What Should We Do Going Forward?<\/strong><\/p>\n\n\n\n<p>I believe we should continue supporting Taiwan while also reassuring China that we aren\u2019t advocating a change in policy nor a change to the current status quo.&nbsp; Fortunately, we are already communicating this position, as The Biden Administration and Nancy Pelosi herself asserted this stance both before and after her Taiwan visit.<\/p>\n\n\n\n<p>In the meantime, I believe we should continue our ongoing diplomatic discussions with China while we also continue to denounce their ongoing military exercises as unnecessary and counterproductive to everyone\u2019s interests.&nbsp; Hopefully, this will enable this current drama to come to
